Learn about how to apply for Massachusetts state aid, the main types offered in Massachusetts, where and how students can use state aid, and more.

If you live in Massachusetts, you have access to not only top educational institutions, but also a wealth of financial aid opportunities. Grants, scholarships, tuition waivers, and no interest loans are all ways the Commonwealth helps students of different ages, backgrounds, and circumstances access higher education. Massachusetts wants you to succeed!

How do I apply for Massachusetts state aid?

In many cases, you will apply for MA state aid by submitting the FAFSA (be sure you submit it by May 1st, the Commonwealth’s financial aid deadline). Each college will then use your FAFSA data to determine the Massachusetts aid you are eligible to receive, and the college will include that aid on your financial aid offer, along with the financial aid you are receiving from the federal government and the college itself.

Knowing the need for undocumented students to have a path for their future, Massachusetts has also developed the Massachusetts Application for State Financial Aid (MASFA). This is an application for non-U.S. citizens to complete to determine their eligibility for Massachusetts State Aid.

Whether you file the FAFSA or the MASFA, some types of MA state aid have additional requirements as part of their application process. Review each type of aid below for details.

What are the main types of aid offered?

Aid is awarded based on four main factors: need-based, merit-based, entitlement, or program-specific. Need-based is determined by income and financial need. Merit-based is awarded by academic or comparable achievements. Entitlement is dependent on your personal circumstances, such as status in the foster care system, Veteran-status, heritage, and other special circumstances. Program-specific is based on your employment and career goals, such as nursing, teaching, or a career in a high-need field. With the wide range of factors that determine eligibility, you could be awarded many types of state aid.

Are there other programs to help cover the cost of college in MA?

In addition to the many state aid opportunities available, the Commonwealth also offers robust programs to make education more accessible and affordable. Here are three stellar programs to consider when making your college plans:

  • MassReconnect: College Education for Students 25+: Built to support adult learners, covering the cost for tuition and fees to earn an associate degree or certificate at any MA community college
  • MassEducate: Makes the tuition and fees for community college free for all Massachusetts residents, regardless of age or income
  • MassTransfer: Offers benefits for students transferring from a MA community college to a MA 4-year public college or university, including affordability and ease of degree transfer

Can Massachusetts state aid be used at private colleges?

Yes, there are grants and scholarships that can be used at private colleges, including:

  • MASSGrant
  • Gilbert Matching Student Grant
  • Foster Child Grant
  • Christian A. Herter Memorial Scholarship
  • GEAR UP Scholarship
  • MA No Interest Loan (NIL)

Can Massachusetts state aid be used for attending colleges in other states?

Yes, some Massachusetts state aid can also be used at out-of-state colleges and universities. The Christian A. Herter Memorial Scholarship can be used at colleges and universities throughout the United States. MASSGrant also allows state aid to be used at any state-approved postsecondary school in MA, VT, PA, and DC.

Where do I find information on my MA state aid?

After you apply for financial aid, you can access the MassAid Portal: New College Cost & Aid Eligibility Tool, which will help you understand your eligibility for the various state aid that Massachusetts offers. Keep in mind that MA state financial aid is directed to the school listed first on your FAFSA. However, once you create your MASSAid user account, you can indicate the school you plan to attend in order to receive your state aid there.

Grants

MASSGrant Plus Expansion

Description: Provides funds for higher education costs

Type: Need-Based

Eligibility: Attend an eligible postsecondary institution in Massachusetts (or an equivalent school in a state with a reciprocity agreement with Massachusetts, as outlined here), with family income less than $85,000 a year before taxes, and physically reside in Massachusetts for at least one year

Amount: Awards will vary, dependent on SAI and the type of institution the student is attending

Description: Provides funds to be used for direct financial assistance at MA institutions and schools of nursing

Type: Need-Based

Eligibility: Physically reside in Massachusetts for at least one year, have High School Completer status, and enroll full time at an eligible institution

Amount: Range between $200 and $2,500 per academic year

Description: Helps foster children pay for education beyond high school

Type: Need-Based

Eligibility: Be under 25 years of age and in custody of the Department of Children and Families (DCF) through a Care and Protection Petition

Amount: Maximum of $6,000 per academic year

How to Apply: Contact OSFA at 617-391-6070 or your social worker in DCF

Description: Works with the Need-Based Tuition Waiver Program (see below) to award additional funds to cover mandatory fees and more

Type: Need-Based

Eligibility: Have High School Completer status and physically reside in Massachusetts for at least one year

Amount: Awards will vary and must not exceed the amount of combined institutional tuition and fees

Description: Offers financial assistance to students who have experienced the loss of a parent and/or spouse who served in a public line of duty

Type: Entitlement

Eligibility: Provide necessary documentation that attests to the loss; see details here

Amount: For a student attending a Massachusetts public college or university, the award is equal to the cost of full-time annual tuition charges; for an independent college or university, it will be the equivalent to annual tuition charges at UMASS Amherst

Description: Provides financial aid for MA residents who are currently employed as paraprofessionals in MA state public schools as they pursue a full-time certified teaching career

Type: Program-Specific

Eligibility: Be employed for a minimum of two years as a paraprofessional and sign a Terms and Conditions Statement that requires the student to serve as a full-time teacher in a Massachusetts public school for a minimum of two years

Amount: Ranges from $6,500 to $13,500 per academic year, depending on the type of institution

John and Abigail Adams Scholarship

Description: Intends to inspire student achievement and provide aid to families with college-bound students

Type: Merit-Based

Eligibility: Score in a top percentage or advanced category on the 10th grade Massachusetts Comprehensive Assessment system (MCAS): see scoring details

Amount: A tuition credit for up to eight undergraduate semesters at a Massachusetts state college or university

How to Apply: There is no application process; eligible students will be notified in the fall of their senior year of high school

Description: Provides financial aid for MA residents who have overcome adversity in their lives and demonstrate academic promise and desire to complete a degree program

Type: Need-Based

Eligibility: Be enrolled as a 10th or 11th grade student in a public or private secondary school in Massachusetts with a GPA of at least 2.5 and be nominated by a school or qualified organization through the Nominator Request Form

Amount: Up to 50% of a student’s calculated need at a college of their choice within the continental United States

Deadline: February 15, 2025

Description: Created as a repayment-through-service scholarship program to address the Massachusetts teacher shortage

Type: Program-Specific

Eligibility: Have an intention to pursue a teaching license for a career in Massachusetts k-12 public schools and become a teacher of record within 12 months of degree completion or the scholarship will convert to a loan to be repaid

Amount: Up to $25,000 per year

How to Apply: Complete the Tomorrow’s Teachers Scholarship application in the MASSAid Student Portal system

Deadline: January 31, 2025

Description: Designed for students who participated in a component of the GEAR UP Massachusetts Early Intervention initiative

Type: Entitlement

Eligibility: Be less than 22 years of age and have participated in the program and graduated from a Massachusetts public high school

Amount: Equal to or more than a Pell Grant

Description: Developed to support economic growth and development in Massachusetts by encouraging degree completion in high demand disciplines

Type: Program-Specific

Eligibility: Maintain a minimum GPA of 3.0 while pursuing a STEM, health professions, education, social work, criminal justice, economics, or business degree

Amount: Up to $17,500 per year

How to Apply: Complete the High Demand Scholarship application in the MASSAid Student Portal System, located under the Grant/Scholarship Online Applications tab, and include a copy of your transcript clearly indicating your major and GPA

Tuition Waivers

Tuition Waivers

Description: Developed in 1981 to offset tuition increases, often used as supplemental scholarships

Type: Need-Based

Eligibility: Have High School Completer status, maintain satisfactory academic progress, and demonstrate financial need

Amount: Full or partial waivers are available, dependent on institution policies; see current and recent values here

How to Apply: Contact the financial aid office of the institution you attend or plan to attend for additional application requirements and deadlines

Stanley Z. Koplik Certificate of Mastery Award

Description: Rewards student achievement and provides aid to families in MA with college-bound students; see the comparison with the John and Abigail Adams Scholarship here

Type: Merit-Based

Eligibility: Score at the Advanced level (or equivalent) on one of the grade 10 MCAS tests and at the Proficient level (or equivalent) on the remaining tests; must also demonstrate additional academic achievements

Amount: Awards are no more than the resident undergraduate tuition rate at the institution

How to Apply: Complete and submit the Koplik Certificate of Mastery application by the deadline

Description: Developed to lift financial burdens on parents who have pursued adoption in the Commonwealth

Type: Need-Based

Eligibility: Have High School Completer status, be 24 years old or younger, and be in the custody of the DCF and have been adopted by an eligible Massachusetts state employee or resident

Amount: Tuition waivers and fee assistance equal to up to 100% of the resident rate of participating public higher education institutions

No Interest Loans

No Interest Loans

Description: A state-funded loan to assist students with meeting educational costs

Type: Need-Based

Eligibility: Have High School Completer status, maintain satisfactory academic progress, and demonstrate financial need determined by federal methodology

Amount: $1,000 to $4,000 per academic year to be fully repaid in 10 years
